Level of Service Model for Capital Planning

Level of service standards were designed to provide comprehensive direction to Vancouver Board of Parks and Recreation. This would enable delivery of desired service to the community through appropriate acquisition, design, capital development, operation and maintenance of the park infrastructure and assets.

• The framework is intended to contribute to the Asset Management Plan, inform capital planning, and align with strategic planning.

• The S.P.A.R.C. enabled the user to modify the Asset and Technical LOS for future capital projects.

• The S.P.A.R.C. ranked projects based on legislative requirements and selection criteria developed in concert with the staff.
